Okay, it's a stop sign with a one way sign. Big deal, so what? Remember, Puerto Rico speaks Spanish, so there aren't supposed to be English-language signs like these sitting around. "Stop" is "pare" (a common alternative in other countries is "alto," or "halt") and "one way" becomes "transito" inside an arrow, meaning "drive this way."
